New provosts appointed at GSU, Towson

The Colonial Academic Alliance welcomes two new members to its Provosts' Council.

Dr. Risa Palm, who is currently the provost and vice chancellor for academic affairs at The State University of New York (SUNY) System,will assume the role of senior vice president for academic affairs and provost at Georgia State University on Sept. 1, 2009.

Palm began her tenure at SUNY in October 2006.  Prior to that she served as executive vice chancellor and provost at Louisiana State University, and from 1997-2003, she was dean of the College of Arts and Sciences at the University of North Carolina, Chapel Hill.  Palm received a Ph.D. in geography, an M.A. degree in geography, a B.A. degree in history with a minor in French, and a B.S. degree in social studies education, all from the University of Minnesota.


Towson University President Robert L. Caret has named Dr. Marcia G. Welsh the university’s new provost and vice president for academic affairs, effective August 19, 2009.

Welsh will replace former Provost James P. Clements who recently took over as president of West Virginia University.

Welsh has previously served as provost and senior vice president at Adelphi University, associate provost at the University of South Carolina, department chair at the University of South Carolina, and professor in the Department of Developmental Biology and Anatomy, University of Carolina School of Medicine.

Welsh has taught basic science and anatomical sciences courses at the undergraduate and graduate levels. She was voted Teacher of the Year in the USC School of Medicine, selected Woman of the Year by several associations in South Carolina and New York, and was selected one of Long Island's Top 50 Women in 2007.  She holds a Ph.D. from University of Texas Health Science Center at San Antonio, with a concentration in anatomy.
